This is a notice of intent to award a sole-source contract modification to extend the ordering period of an existing IDIQ contract with SRI International for health care services, applied research, and contraceptive development program. The extension is necessary to ensure continuity of critical research and clinical trials, avoiding costly delays. The solicitation is for the refurbishment of two 38 Safe Boat vessels. The refurbishment includes replacing propulsion systems, electrical and navigation components, environmental control systems, lighting, and safety-related features. The work will be performed at the contractor's facility. The contractor must possess expertise in working with marine-grade materials, including aluminum, composite, and fiberglass construction. Knowledge of propulsion systems, electrical wiring, and navigation instrumentation is essential. The contractor shall provide a contract manager and an alternate who will act on their behalf when absent. The contract manager or alternate shall have full authority to act on all contract matters related to the daily operation of this contract. The period of performance is within 180 calendar days from craft delivery. The awarded contractor will be ready to execute a sea trial with government personnel present within 10 working days of overhaul completion. There will be no follow-on option years. The contractor must be registered in the System for Award Management (SAM) database. The government will not reimburse local travel and related expenses to the contractor for daily travel to or from work at TBD. The contractor shall submit a travel itinerary and estimated cost for approval by the COR. The contractor shall ensure continuity of operations during periods of personnel turnover and long-term absences. The contractor shall safeguard all government-owned equipment and materials in the contractor's possession or used in the day-to-day performance of the contract. The government will evaluate the contractor's performance under this contract. The contractor shall implement a comprehensive quality control plan (QCP) to ensure that all refurbishment activities meet industry standards, contract specifications, and government requirements. The contractor will provide project lead Joseph Griffin (***@***. *. *) with a 60-day and 120-day KPI update on tasks completed, budget adherence, challenges encountered, procurement issues, and corrective actions taken. This notice is a presolicitation synopsis for the USNS Supply TAOE 6 regular overhaul and dry docking. The solicitation will be available on SAM. gov on or about 2 August 2025. The procurement is a 100% small business setaside. The place of performance will be at a contractor's facility on the East and Gulf Coast. The period of performance is 166 days commencing on or about 02 March 2026. The anticipated award date is 2 January 2026. The closing response date is TBD.
