Phase one proposal due date is 1 PM Eastern on July 31, 2026.

Payment will be made by the Department of Veterans Affairs Financial Services Center.

Award will be made to the responsible offeror whose technical submittal and price proposal contain the combination of criteria offering the best value to the government.

The acquisition is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offerors must demonstrate capability, past performance, and use of small business for successful project completion.

Liquidated damages may apply for construction delays as per FAR ****.

Protests may be filed with the contracting officer or the Executive Director, Office of Acquisition and Logistics, Risk Management and Compliance Service.

Material omissions or failure to provide specified information in the correct location may result in a deficiency, leading to rejection of the technical proposal as unacceptable.

The estimated magnitude of construction for this project is between $2M and $5M.

SF330 submissions shall be received no later than 18 August 2026 to be considered for selection.

Evaluation factors include Specialized Experience (15 pts), Professional Qualifications (15 pts), Previous DoD Work (10 pts), Location and Knowledge of the Facility (20 pts), In-house Independent Technical Review (ITR) team (20 pts), and In-house Core Design Team (20 pts).

Firms must be registered licensed architectural and/or engineering firms. Personnel qualifications and registrations in key disciplines will be evaluated. CMMC Level 2 self-certification is required prior to award.

Failing to submit attachments or failing to complete the proposal properly may result in rejection of the offer without further evaluation.

The IDIQ value in aggregate is not to exceed $50,000,000 over the life of the contract.

Proposals must be physically received by the NJWSA by Wednesday, September 9, 2026, at 4:00 PM.

The NJWSA's selection committee will evaluate proposals based on the approach presented (45 points), personnel experience (30 points), past performance (20 points), and firm location (5 points).

Consultants must submit statements of qualifications and technical proposals. Required forms, certifications, and registrations are listed in Section 1. 7. 1.

Written questions concerning the RFP must be received prior to Monday, August 24, 2026, at 4:00 PM.

Any proposal not received on time or at the right location will be rejected. Failure to acknowledge all RFP requirements may also lead to disqualification.

The contractor shall begin performance within calendar days and complete it within calendar days after receiving award, notice to proceed. This performance period is mandatory/negotiable.
