Design Evaluation Government Bids & RFPs

All examinations for a given group must be completed within 30 calendar days from the first test date. All results and reports must be delivered within 30 calendar days of completion of testing.

Award will be made to the quoter whose quotation offers the best value to the government, considering technical capability, past performance, and price.

All examinations must be conducted by licensed healthcare providers with experience in occupational health and familiarity with NFPA **** standards. The contractor must provide a board eligible or certified occupational medicine physician.

Qualifications are due by 5:00 PM on July 2, 2026.

Proposals will be evaluated based on team experience and capabilities (35%), project approach and methodology (40%), and fee proposal (25%).

Responding firms must demonstrate professional expertise with 10 years of rail station area planning experience, minimum three completed rail station planning projects of similar scale, and identify key team members with resumes and relevant project experience.

The lead consulting firm shall be prepared to attend the kickoff meeting in person, including site visits to potential station locations.

Questions deadline is June 23, 2026, at 5:00 PM.

SOQs are due no later than Monday, June 29, 2026, at 4:00 PM, local time. Late submissions will not be considered.

The selection is qualifications-based. Evaluation criteria include relevant WRRF AWT experience (20 points), project team qualifications (20 points), technical approach and understanding (20 points), past performance references (10 points), project management QAQC (10 points), and schedule and responsiveness (20 points).

Firms must submit statements of qualifications including cover letter, firm and subconsultant information, project manager identification, proposed project team, organizational chart, resumes, five comparable project examples, at least three references, project understanding, QA QC procedures, proposed schedule, authorized negotiators, insurance documentation, and conflict of interest disclosure.

Qualification packages are due by 3:00 p. m. PST on June 4, 2026.

Invoicing will clearly itemize labor hours, materials, direct costs, and any markup. Prices quoted for work assignments must remain in effect for a minimum of thirty days.

Selection criteria include demonstrated understanding of services, professional qualifications, related project experience, record of safety and compliance, ability to perform on-site work, ability to provide services throughout the county, history of reliable service, ability to provide services at competitive rates, compliance with county requirements, and sustained industry reputation for customer satisfaction.

Firms must be licensed architects or engineers in California, have a minimum of five years of experience leading design and construction of correctional and/or public sector projects, and have at least one full-time LEED AP on staff.

The deadline for written questions is May 21, 2026, at 3:00 p. m. PST.

Unauthorized contact with county officers or employees regarding the solicitation may be considered undue pressure and cause for disqualification.

The proposal submission deadline is June 24, 2026, 5:00 PM.
