The firm must demonstrate experience conducting feasibility and economic development studies for municipalities in New York State, with preference given to recent work in specific counties. the firm must demonstrate experience conducting a wide range of feasibility and economic development studies for municipalities in new york state.

Responsive proposals will be evaluated using the following weighted criteria: net financial benefit to the city 30 points. guaranteed revenue, rent revenue share, reimbursements, retained city costs, projected net fiscal benefit, and strength of financial assumptions.

To be considered for contract award, an operator must demonstrate that it possesses all licenses required to perform the services and has the qualifications, experience, ability, and financial capacity necessary to successfully perform the scope of services.

The city reserves the right to disqualify the proposer or cancel a operating services agreement with thirty 30 days written notice if the proposer fails to perform services satisfactorily.

A nonmandatory walkthrough is scheduled for October 1, 2026.

The city may disqualify any proposal that fails to meet the terms and conditions of this rfqp.
