Proposals will be evaluated based on the ability and capacity to perform the work, promptness, character and reputation, quality of previous performance, proposed cost, and the proposed public engagement process.
Proposals should include a cover letter, executive summary, resumes of assigned personnel, a narrative of the plan vision, a list of comparable projects, a plan for public engagement, a detailed scope of work and timeline, a fee proposal, and past history and references.
Respondents are subject to immediate disqualification if they attempt to influence the decision-making process through lobbying or public communication.
