This is a public tender for the supply and delivery of pickup trucks for the Department of Parks and Recreation, City and County of Honolulu, Hawaii. Bids will be received until May 20, 2026, at 14:00 HST. The agency prioritizes vehicles with reduced dependence on petroleum-based fuels, offering preferences for Plug-in Hybrid Electric Vehicles (PHEV), Hybrid Electric Vehicles (HEV), and fuel-efficient vehicles before considering standard petroleum-based fuel vehicles. Offerors must provide detailed specifications for the offered vehicles, including make, model, production year, transmission type, engine size, number of cylinders, and GVWR. The bid price must include all labor, tax, equipment, freight, shipping, handling, and incidental work. Offerors must also comply with motor vehicle industry licensing requirements and have a licensed service and repair facility on Oahu. The contract term is 360 calendar days from the Notice to Proceed. Deliveries are to be made to the Department of Facility Maintenance, Division of Automotive Equipment Service, Halawa Corporation Yard, **** Iwaena Street, Aiea, Hawaii ****, during regular city business hours. The City reserves the right to decrease quantities or cancel the award based on funding availability. Successful offerors must be registered on the Hawaii Compliance Express system or provide required tax clearances and certificates of compliance. Hardcopy offers only are accepted.
The delivery of each item shall be made FOB destination within three hundred sixty (360) calendar days from the commencement date on the Notice to Proceed (NTP) specified herein.
Payments will be authorized by the director after completion of performance or delivery and acceptance by the director of all materials, goods, and services stipulated in the contract or purchase order and after the invoices, in triplicate, are received by the using agency. Payments will be made no later than thirty (30) calendar days following receipt of the statement for goods received and services completed.
For Plug-in Hybrid Electric Vehicles (PHEV), the manufacturer's eight (8) year or 100,000-mile warranty on PHEV system components including the battery pack is required, with zero or the lowest deductible amount available. For Hybrid Electric Vehicles (HEV), an eight (8) year or 100,000-mile warranty on hybrid system components including the battery pack is required, with zero or the lowest deductible amount. For vehicles identified as top performers in fuel economy and petroleum-based fuel vehicles, a six (6) year or 100,000-mile warranty is required, with zero or the lowest deductible amount. For all preferences, the warranty period shall begin on the date of acceptance of the vehicle by the City.
The City shall make award to the responsive and responsible offerors with the lowest evaluated total price for the highest preference listed for each item.
The offeror shall satisfy the license requirement of chapter 437 of the Hawaii Revised Statutes, which provides for the regulation and licensing of motor vehicle manufacturers and distributors. Within three (3) business days of the City's request, the offeror shall provide its license number as proof of compliance. The offeror shall also have an established licensed facility on Oahu to service and repair the furnished vehicles, authorized by the manufacturer.
The offeror shall not include samples or descriptive literature unless expressly requested. Any unsolicited samples, descriptive literature, or attachments will not be examined or tested.
