Oswego County Division of Mental Hygiene is seeking proposals for Mental Hygiene Transportation Services for adults and youth with behavioral health disorders. The service aims to provide safe, timely, reliable, and flexible door-to-door transportation to eligible destinations within Oswego County. Payment shall be made at the contract price for the services provided and verified by county. The intent of Oswego County is to pay all invoiced expenses within 60 days. One-month advance payment may be invoiced upon execution of contract.
The contract shall be awarded to the vendor or vendors who best meet the RFP's criteria in the opinion of the county, considering qualifications and experience, quality, clarity of response, cost-effectiveness, capacity to manage the scope of work, and capacity to deliver services within 30 days of contract start date.
Eligible applicants are not-for-profit agencies with **** incorporation that currently provide community-based human services in the central New York region. Applicants must be in good standing with Oswego County and NYS agencies and have experience working with individuals with behavioral health conditions.
If the proposer fails to perform under the contract, fails to meet specifications, or fails to make satisfactory progress, they may be determined to be in breach and the contract may be terminated by giving written notice. The county may withhold payments for damages sustained.
Unauthorized communications regarding the RFP may result in the rejection of the proposal. Failure to comply with terms and conditions, insolvency, or bankruptcy can lead to termination.
The estimated total annual funding available to support all contracts awarded is $300,000.
