The VA OIG is soliciting requests for quotes for an enterprise occupancy tracking system, including piv card readers, control panels, and a Lenel onguard integrated occupancy tracking control system. The system will be installed at 15 leased facilities. A pre-award site visit is required for the Washington, DC headquarters location. All labor, cabling, equipment, transportation, programming, and parts required to install new piv card readers and associated hardware are required. All work must follow appropriate safety prevention guidelines. The contractor must provide written documentation indicating where each piv card reader is controlled, including controller numbers and closet room location. Detailed installation diagrams, service, and operator manuals for all related hardware must be provided. Removable media materials (laptop, DVD/CD, USB drive, etc. ) must be authorized by VA OIT prior to work. Testing of each completed area will be coordinated and witnessed by the contracting officer's representative (COR). The government will make the equipment and closets available in accordance with the established schedule for the work. The government will coordinate and witness testing of completed units. Respondents must have experience installing physical security systems, including the Lenel onguard system, and personnel experienced in installing piv card smart card readers. All work shall be performed by fully qualified competent personnel. Subcontractors must be approved in advance by the contracting officer. Contractors, contractor personnel, subcontractors, and subcontractor personnel are subject to federal laws, regulations, standards, and VA directives regarding information and information system security. Security incident investigation procedures are outlined. Liquidated damages for data breaches are possible. Security controls compliance testing may be conducted by VA, including the Office of Inspector General. All contractor employees and subcontractor employees requiring access to VA information and VA information systems shall complete VA privacy and information security awareness training. Records management policies apply. No disposition of documents will be allowed without prior written consent of the contracting officer.

The Department of Veterans Affairs intends to award a firm fixed-price purchase order to Mirion Medical Capintec, Inc. or its authorized distributors (1st American Medical Distributors, Inc. or DGA Medical) for a Captus thyroid probe. The justification for sole sourcing is based on the unique technical, operational, and compatibility requirements of the probe, which are not met by any other manufacturer. Market research was conducted, and no alternative vendors were identified. The procurement is a SDVOSB setaside. Price reasonableness will be based on comparison with prices from previous FPDS purchases.

The Department of Veterans Affairs intends to award a firm fixed price, single award federal supply schedule (FSS) order to Laboratory Corporation of America Holdings for medical laboratory testing services. The contract is for one year, from 07/01/2025 to 06/30/2026, to bridge the gap between an expiring contract and a new long-term contract.
