Offerors must be qualified companies that can do business in the state of New Mexico and provide nursing services to detainees. They must also demonstrate relevant corporate experience, provide references, and show financial stability.

The contract states that failure to meet deadlines as set forth in Exhibit A will result in the imposition of penalties as may be set forth in said Exhibit A.
