Bids must be received by July 27, 2026, prior to 1:30 p. m.

Progress payments will be made monthly based on estimates prepared by the engineer, less retainage. The final payment will be made upon completion and acceptance of the work.

The contractor warrants that all work performed shall be free from defects in material and workmanship and shall conform to the contract documents.

The contract will be awarded to the lowest, responsible and responsive bidder.

Bidders must have a current certificate of registration as a contractor, a Washington unified business identifier number, and comply with industrial insurance, employment security, and state excise tax registration requirements.

Liquidated damages will be assessed for each working day beyond the established physical completion date.

Bidders may be disqualified if they do not meet bidder responsibility standards or if they have engaged in collusion or other actions in restraint of free competitive bidding.

Proposals are due July 10, 2026, prior to 4:00 p. m. Pacific Time.

Proposals will be evaluated based on experience and qualifications (40%), technical approach and work plan (35%), cost proposal (15%), and references (10%).

Respondents should demonstrate experience conducting emergency management AARs, experience with mass casualty incidents, experience with hazardous materials response operations, knowledge of NIMS and ICS, familiarity with HSEEP methodology, experience facilitating multiagency stakeholder engagements, and expertise in healthcare emergency preparedness and public health response.

Protests must be received by the RFP coordinator no later than 5:00 p. m. local time on the third business day following the debriefing.

Faxed proposals will not be accepted. Late proposals will not be accepted and will be automatically disqualified. Communication directed to parties other than the RFP coordinator may result in disqualification.
