The City of Gadsden, Alabama is soliciting sealed bids for the purchase of one 2025 Ford F750 H567 Super Cab Base with Service Body. Bids must be received by the City Clerk's office until 2:00 PM CST on Monday, April 27, 2026. Bids will be opened at City Hall. Prospective bidders are instructed to read the general and special terms and conditions, and bid specifications carefully. All bids must be made in compliance with the guidelines and signed in full. By responding, the proposer has read and understands all documents. Questions concerning the terms of the bid should be submitted in writing to Mechiel Underwood at ***@***. *. * city encourages the utilization of minority firms, women's business enterprises, and labor surplus area firms. All bids shall be typewritten or printed in ink on the forms prepared by the city. Bids prepared in pencil, facsimiles, or electronically submitted proposals will not be accepted. Prices quoted shall be delivered prices, exclusive of all federal or state excise, sales, and manufacturers taxes. The city of Gadsden is exempted from sales and use tax. Prices quoted shall remain firm for a minimum of 90 days from the date of opening. The delivery schedule must be entered in the appropriate space. The bidder shall assume full responsibility for warranty of all components. A bid bond is not required for this solicitation. All items bid will be inspected by a representative of the city of Gadsden upon delivery to ascertain compliance with the specifications. Bidders may be disqualified for various reasons, including failure to use bid forms, lack of signature, or evidence of collusion. The city reserves the right to accept or reject any or all items, waive formalities, and readvertise. All bids will be awarded to the lowest responsive and responsible bidder. The contract period is for a one-time purchase. Vendors are to price and submit proposals with the understanding that all specifications, requirements, terms and conditions, and licensure are mandatory. Any deviations from specifications must be explained in detail. Changes to the bid request will be by formal written addendum. The contractor shall indemnify and hold harmless the city of Gadsden. The vendor must meet all licensing requirements. A standard manufacturer's warranty must be included with the bid proposal. All pricing shall be FOB destination and freight prepaid. All goods and/or materials purchased are subject to the approval of the city. Prices quoted shall include equipment, delivery, and all other costs. Bidders are required to submit one original proposal and one exact hard copy. Bidders must submit a certificate or other documentation showing their company's legal name, references, documentation of enrollment in the Everify program, State of Alabama Immigration Form, Anticollusion Certificate, and relevant licensure.
The bid submission deadline is Monday, April 27, 2026, at 2:00 PM Central Standard Time. The delivery timeframe for the certified vehicle is within 12 weeks.
The city issues payment to the vendor approximately thirty days after receipt of the commodity, merchandise, and/or service and the correct/original invoice, whichever arrives last.
The contractor warrants that all supplies furnished will be free from defects in material or workmanship and will conform to all requirements of this proposal. A standard manufacturer's warranty must be included with the bid proposal. Specific warranty limitations are: basic 2 years/unlimited miles; diesel engine, 5 years/250,000 miles or 10,000 engine hours; frame 5 years/unlimited miles; corrosion perforation rust through 3 years/unlimited miles; Ford med duty trans w/6. 7L diesel 5 years/250,000 miles; emission warranty noise emissions, unlimited years/miles. Service location must be within 60 miles.
All bids will be awarded to the lowest responsive and responsible bidder. This determination may involve factors such as price, conformity to specifications, financial ability, previous performance, facilities, equipment, availability of repair parts, experience, delivery promise, terms of payment, compatibility, and other reasonable objective factors. When bids are equal, local vendors shall be favored.
Bidders must submit references, documentation of enrollment in the Everify program pursuant to Alabama Code ****, State of Alabama Immigration Form, Anticollusion Certificate, and relevant licensure. The bidder must also certify that they have the equipment and personnel to provide the services and will maintain required insurance levels.
Failure on the part of the successful bidder to comply with all terms and conditions of this bid shall give cause for the City of Gadsden to terminate the award immediately. The contracting party found to be in violation of federal immigration law shall be deemed in breach of the agreement and shall be responsible for all damages resulting therefrom.
Any bidder affected adversely by an intended decision shall file with the Finance Director a written notice of intent to file a protest not later than five (5) working days (excluding Saturdays, Sundays, and City of Gadsden holidays) after the posting of the bid tabulation.
