Pre-proposal meetings are scheduled for July 22, 2026, at San Jacinto Junior High School (9:00 AM CT) and Abell Junior High School (1:30 PM CT). These meetings are mandatory.

Failure to comply with the non-communication rule, which prohibits communication with Midland ISD board members, officials, employees, or representatives from the issuance date until award announcement, will result in disqualification.

Bids must be received by Thursday, July 30, 2026, at 11:00 AM. Late bids will be rejected and returned without being opened.

Periodic payments may be made after all work and change orders are completed and approved by the county. Requests for progress payments may be made to the extent of materials and labor completed at the end of each month.

Neither final payment nor any contract provision relieves the company of responsibility for faulty materials or workmanship. The company shall remedy any defects within one year from the date of substantial completion.

Evaluation of bids shall be based on either: a. Lowest responsible bidder, or b. Best value. If neither is chosen, the county may award the bid to a vendor upon any evaluation process of its choosing.

Vendors must submit at least two references for commercial projects, a list of current and past projects, OSHA 30 log, EMR, TxDOT prequalification, proof of insurance, bid required form, and a statement of bonding capacity.

Late completion may result in penalties as specified in the contract. Failure to comply with award terms may result in being declared an unqualified vendor for a minimum of six months.

A pre-bid meeting will be held at 9:00 AM on Tuesday, June 30, 2026, in the conference room of Midland County Public Works Offices.

All requests for information must be submitted in writing on or before 5 PM Thursday, July 9, 2026. Questions received after this date and time will not receive a response.

Failure to provide requested information may result in rejection of the bid. Misrepresentation in the bid required form will result in immediate disqualification. Vendors who fail to comply with award terms may be declared unqualified.

Proposals must be received by 10:00 AM local time on July 22, 2026. Late proposals will be rejected. The work is to start no earlier than Monday, August 24th, and completed in phases.

The county will award to the bidder that submits a bid which represents the best value to the county, not based solely upon price but on the highest cumulative score for evaluation factors including introduction executive summary, previous related experience, identity and location of vendor, duration to complete, references, and cost.

Vendors must be qualified and experienced in providing similar services. They must submit an executed proposal affidavit, proof of insurance, and references. The county reserves the right to negotiate with interested, qualified vendors.

Failure to provide requested information may result in rejection of the proposal. Not including an executed proposal affidavit will result in rejection. Misrepresentation in the submission will result in immediate disqualification.
