Proposals will be scored on a 100-point matrix system, considering the proposed approach (25 points), organizational capability (20 points), experience in financial empowerment work (20 points), community involvement and engagement (15 points), financial capacity (15 points), and unique features of the applicant organization (5 points).
Applicants must be qualified as exempt from federal income tax under section **** of the Internal Revenue Code. Preference is given to organizations with a minimum of 3 years of delivering financial education, counseling, or coaching services, a track record of achieving financial stability outcomes, and experience working in low-income communities.
If the city determines the financial counseling provider has performed unsatisfactorily, the city may terminate the agreement at any time with 30 days' notice.
An optional pre-proposal meeting is scheduled for March 26, 2026, at 1:00 PM at City Hall, Auditorium, 3rd floor, 229 Main Street, Nashua, NH 03060. This meeting can also be attended via Zoom.
Any vendor submitting a proposal may appeal a pending award prior to award by the city by submitting a written protest to the city's purchasing manager within five business days after the proposal opening.
The estimated cost for two years of operations is approximately $500,000.
