The contract award shall be made to the lowest responsible bidder whose bid properly addresses and complies with the invitation and meets with the requirements set forth in the specifications in relation to the department of commerce and economic opportunity dceo.

Should the deadline be exceeded and after a ten day grace period, the contract price shall be reduced by 10 for every week past the grace period that the project is not complete.
