Sealed proposals are accepted until October 24, 2025, 1:30 PM, prevailing time, for water sewer plant chemical purchases. Bid proposals must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid. The successful bidder will be required to post a performance bond in the amount of ten percent (10%) of the bid price. Additional documents are required, including a completed, notarized noncollusion affidavit, and employer verification form (if applicable). All bids must strictly comply with the specifications. The contract period is from January 1, 2026 to December 31, 2026. Delivery must be made to the appropriate treatment plants between the hours of 7:00 AM to 3:00 PM Monday through Thursday, and 7:00 AM to 1:00 PM on Friday, or as otherwise specified. There are specific delivery conditions for certain chemicals. A performance bond is required. The borough reserves the right to reject any or all bids or parts thereof and to waive any defects or irregularities in the best interest of the borough. Pre-award performance testing is required for some chemicals. Bidders must provide evidence of required insurance coverage. The successful bidder warrants and guarantees that all materials and items supplied will be new, of good quality, and free from faults or defects. If any chemical product does not meet the specifications, the successful bidder must replace it within 30 days. The notice includes detailed specifications for each chemical, including quantities, delivery locations, and testing requirements. The notice also includes information about potential conflicts of interest and nondiscrimination.
The bid proposals must be received in the office of the borough manager up to 1:30 PM, prevailing time, October 24, 2025. Delivery of chemicals shall be made within five (5) working days, or two (2) working days for critically needed chemicals, or as otherwise specified.
The successful bidder warrants and guarantees that all materials and items supplied will be new, of good quality, and free from faults or defects. If any chemical product does not meet the specifications, the successful bidder must replace it within 30 days.
The lowest responsible bidder may be selected at a public meeting of the borough council to be held November 13, 2025, at 6:00 PM.
All bid proposals shall be properly executed in ink without alterations and shall be complete. All chemicals for this contract period will be subject to rigorous testing and quality control procedures by the borough staff, and bidders will be subject to applicable penalties described herein and elsewhere if chemicals do not conform to specifications.
Potential polymer bidders are required to make arrangements to visit the treatment plant facilities during normal business hours and follow the instructions spelled out in the technical specification sections of this bid agreement and contract documents.
Samples shall be taken at the point of destination. Bidders must provide samples taken on site, from the delivered chemicals so the borough staff can conduct appropriate quality control analyses.
