The City of Westland is seeking bids for the 2026 Sidewalk Gap Program, which involves installing new concrete sidewalks on South Merriman and Cherry Hill Avenues. The project includes approximately 2,600 linear feet of sidewalk construction to ADA standards. Bids are due by 10 am EST on Monday, August 10, 2026, and will be publicly opened. All RFIs must be emailed by Thursday, August 6, 2026. Contract documents are available electronically starting Wednesday, July 22, 2026. Bidders must submit a 5% bid bond, a completed itemized bid sheet, and a signed proposal. Bids must remain valid for 60 days. Evaluation criteria include cost-effectiveness, past project experience, and timely completion ability. The anticipated start date is September 8, 2026, with substantial completion by November 20, 2026, and final completion by April 30, 2027.
The work is to be substantially completed by Friday, November 20, 2026, and finally completed by Friday, April 30, 2027.
Progress payments will be made on the basis of contractors applications for payment as recommended by engineer about 35 days after submittal of pay request by contractor. Final payment will be made upon final completion and acceptance of the work.
The contractor warrants that for a period of two years from the date of payment of the final estimate, they will keep in good order and repair any defect in all the work done under the contract.
The owner and engineer will assess bids based on Cost effectiveness, Similar past project experience, and Ability to complete work in a timely manner.
To demonstrate qualifications, each bidder must be prepared to submit written evidence of any information deemed necessary by the engineer for bid evaluation, including financial data and previous experience, within five days of request.
Contractor shall pay owner $1,000 for each day that expires after the time specified for completion until the work is completed, as liquidated damages for delay.
Before submitting a bid, each bidder must visit the site to familiarize itself with local conditions that may affect cost, progress or performance of the work.
Failure to submit requested qualification data within five days shall give the owner and engineer the right to finally reject the contractors bid.
