The successful bidder shall begin installation upon receipt of a notice to proceed and shall have all machines operational within 30 calendar days thereafter.

The vendor shall pay the county a monthly lease payment stated in the summary block above and in vendors bid form. Lease payments shall be submitted on or before the 3rd day of each month.

The commissioners court will evaluate all responsive bids based on the following weighted criteria: highest combined lease amounts offered to the county, product pricing, selection and variety of food and beverage products, references and demonstrated experience with comparable contracts, and service methodology and maintenance plan.

Bidders must submit the completed chapter 176 form and the completed texas government code verification form.

There will be no prebid meeting for this service.

The vendor that submits the proposal that most closely aligns with the desired attributes specified in attachment 1 will be awarded the service contract if the commissioners court determines the vendors proposal is in the best interest of andrews county and its taxpayers.

The proposer must be an entity other than a sole proprietorship that is registered to do business in the state of texas with the attorney general of the state of texas.

The bid notice states he county will consider the following factors when awarding the project: i. cost to complete the project, ii. evidence contractor can comply with all listed requirements, iii. time frame to complete the project, experiencehistory of the contractor in completing similar projects, iv. references if any provided, and v. interview if any are conducted.

The bid notice states he county requires that each bidder submit with its bid, a bid guaranty bid guaranty in the amount of five percent of the bidders total bid for the contract amount for the work in the form of either: i. a bid bond issued by a treasurylisted surety licensed to issue bonds in the state of texas or ii. a certified check made payable to andrews county, texas, issued by a solvent financial institution with an office or branch in the state of texas.
