Bids must be received in the finance department before the bid opening date and time. Bids should be sealed and labeled with the bid number and bid title and directed to the finance department. A pre-bid meeting is scheduled for Wednesday, September 24, 2025, at 10:00 AM at 705 E. Late bids will be rejected and returned unopened. The contract will be awarded to the lowest responsive and responsible bidder. All bid documents will become the property of the town. Bids must be submitted in duplicate. The town reserves the right to reject any or all bids, and/or waive technical defects if, in its judgment, the interests of the town shall so require. Bids may be withdrawn before the scheduled time of opening. Withdrawal is not permitted after the scheduled time of opening. The town reserves the right to reject any or all proposals and readvertise for other bids. The town reserves the right to waive technical defects within submittals. The town may conduct any investigation to determine the ability of the bidder to perform the work, and the bidder shall furnish to the town all such information and data requested. The town reserves the right to reject any bid, if in its opinion, as a result of its inquiry the bidder is not properly qualified to carry out the obligations of the contract. Conditional proposals may deem a bidder nonresponsive. The town reserves the right to terminate any contract, if, in its opinion, there shall be a failure at any time to perform faithfully any of its stipulations, or in case of any willful attempt to impose upon the town, materials, products, and/or workmanship inferior to that required by the awarded bidder. All deliveries shall be accompanied by a delivery ticket or packing slip containing the following information for each item delivered: purchase order number, description, name of article, item number, quantity, and vendor name. All bills of lading will clearly indicate the name of the contractor/bidder. Failure to comply with the above may be sufficient reason for rejection of shipment. The contractor shall comply with the provisions of Md. Code Ann. , Elect. Law ****, which requires that every person that enters into contracts, leases, or other agreements with the state of Maryland, including agencies or political subdivisions of the state, during the calendar year under which the person receives in the aggregate $200,000 or more, shall, within thirty 30 days of the date when the total value of the contracts, leases, or other agreements reaches $200,000, file with the secretary of the state of Maryland certain specified information required by law. The contractor shall not discriminate against any person on the basis of race, creed, color, national original, religion, sex, age, marital status, or mental or physical handicap in connection with performance of this contract. The contractor shall comply fully with all provisions of executive order ****, as amended, the rehabilitation act of **** and the vietnam veterans readjustment act of **** contract resulting from this solicitation is subject to and will be construed and interpreted under the laws of the state of Maryland. Any cause of action arising out of any contract shall be filed in the district court of Maryland for Harford county or the circuit court for Harford county. All parties agree to waive their respective rights to a jury trial. The contractor shall provide all equipment and machinery furnished and delivered to the town complying with the safety regulations as required by OSHA and the Maryland state safety health act known as MOSHA meeting the **** MOSHA standard. Material safety data sheets shall be submitted for all supplies, material
