Bid submission deadline is Friday, March 21, 2025, 12:00 PM, local time, at the City of Franklin Administrative Offices. Bids must be submitted in sealed envelopes marked Sealed Bid for Franklin Regional
Airport. Proposals must include a cover letter, consultant's qualifications and experience, a proposed procedure for designing
airport projects, experience with FAA and Virginia Department of Aviation processes, and a list of subconsultants. Evaluation criteria include qualifications, experience, proposal quality, managerial capabilities, familiarity with codes, past performance, design experience, references, workloads, and community involvement. The city reserves the right to accept or reject bids in whole or in part. Additional documents required: bid declaration, list of references, and clients. The proposal must address all evaluation criteria. The contract will be for one year with an option to extend for up to four years. The successful consultant will be selected through a ranking process and negotiations. Soil borings are not part of this contract. Payment requests will be considered after receiving progress reports and satisfactory evidence of work completion. The city will provide all information and data related to the project. The consultant will be responsible for obtaining necessary easements. The city will pay advertising costs during the bid phase. The consultant will provide original tracings. The city reserves the right to alter tracings and specifications for as-built purposes. The city reserves the right to obtain engineering services from other sources for specialized work. There will be no extra work allowed except when authorized in writing by the city's authorized representative. Disputes arising from claims for extra work will be subject to lawful recourse. The contract will be on a lump-sum, not-to-exceed basis. Reimbursable expenses are included in the total fee. The consultant will provide the city with a set of reproducible mylar prints of drawings and digital copies. The consultant shall not be responsible for the acts or omissions of the contractor, subcontractors, or their agents or employees, except for its own employees and agents at the project site. The city is exempt from payment of state sales and use tax. The city reserves the right to require a bid or proposal, performance, or payment bond. The city reserves the right to cancel and terminate any resulting contract, in part or in whole, without penalty. The bidder agrees that he has examined all the bid documents, has visited the site, and become familiar with the conditions applicable to the project. All bids or proposals shall be submitted exclusive of direct federal, state, and local taxes. The city shall not be obligated to purchase or pay for commodities, supplies, equipment, or services unless and until they are ordered, delivered to, or performed for the city. All deviations from the specifications must be noted in detail in writing at the time of submittal of the formal bid or proposal. The city reserves the right to require the successful bidder to furnish a performance bond in the amount of the contract before the award of the contract. The city reserves the right to cancel and terminate any resulting contract, in part or in whole, without penalty, immediately upon written notice. The city reserves the right to make such investigations as deemed necessary to determine the ability of the consultant to perform the work. airport engineering design and construction administration and shall have state registration as required for this work.
