The City of Novi, Michigan is seeking proposals from qualified consulting firms for landscape site plan review and inspection services. Proposals are due by June 3, 2026. Key dates include the RFP issue date of May 20, 2026, and the last date for questions on May 28, 2026. Questions should be submitted via email to ***@***. *. * anticipated award date is June 22, 2026. The contract term is three years, with two one-year renewal options. Proposers must submit proposals through the Michigan Intergovernmental Trade Network (MITN) website or as hard copies. Pricing proposals must be in a separate sealed envelope. Failure to submit pricing on the provided form may result in disqualification. The City reserves the right to reject any or all proposals. Insurance requirements are detailed in Attachment B. A sample agreement is provided, outlining the terms and conditions of the contract.
The response due date for proposals is Wednesday, June 3, 2026, by 2:00 p. m. Proposals uploaded to the MITN website must be uploaded by the due date and time, and the MITN system will not allow for late submittals.
The City agrees to pay the consultant in the amount, manner, and according to the timing for making payments set forth in Schedule A. Payments are due within thirty (30) days of receipt of an itemized billing/invoice from the consultant detailing all work performed and provided.
The contract will be awarded to a qualified contractor submitting the best proposal, considering qualifications, experience, capacity, and methodology as overriding factors, and price may not be determinative.
Proposals are to provide the name of a lead contact, describe the background and education for the lead contact and other key personnel, and provide professional landscape architect licenses (State of Michigan preferred) and certification documentation. The team's experience in providing landscape site plan review and inspection consulting services should also be described.
Late delivery of a project plan review shall entitle the City to reduce the fee paid to the consultant by five (5) percent for each day the review is not delivered on time, not to exceed $500 per day.
Any samples, CDs, DVDs, or any other items submitted with your proposal will not be returned to the contractor.

Failure to submit pricing on the proposal form provided by the City of Novi may cause the bid to be considered nonresponsive and ineligible for award. Proposals which are uploaded to the MITN website must be uploaded by the due date and time, and the MITN system will not allow for late submittals.
