The bid opening date is Thursday, May 14, 2026, at 10:00 a. m. CT. Bidding documents must be submitted on or before this date and time.

Guarantees and warranties should be submitted with the bid, as they may be a consideration in making an award.

Quality, time and probability of performance may be factors in making an award.

Bids may be rejected if they are made by a bidder that is deemed unresponsible due to lack of qualifications, capacity, skill, character, experience, reliability, financial stability or quality of services, supplies, materials, equipment or labor.

Liquidated damages shall be determined at the time of contract negotiations, based upon the construction contract price and stated time period set for completion of the project.

Samples of items when required, must be furnished free, and, if not called for within 30 days from date of bid opening, will become property of the city.

The period of performance for these services shall be two days, May ****, 2026.

Contracted providers, in all disciplines, must be licensed by the state of Arkansas.

Failure to comply with requirements regarding Common Access Cards (CACs) may result in withholding of final payment.

The qualification responses must be received by the City of North Little Rock on or before Thursday, April 30, 2026, at 10:30 a. m. The City of North Little Rock's Commerce Division is not open for weekend or holiday deliveries.

The contract will be awarded to the most highly qualified provider of services on the basis of demonstrated competence and qualifications to the City of North Little Rock.

Qualification statements should include: 1. History and experience, 2. Staff capacity and qualifications, 3. Field supervision capability, and 4. Project list and references. The company background should also include company name, address, contact information, years in business, ownership structure, specialties, relevant project experience, and major equipment inventory.

All questions related specifically to the RFQ requirements shall be submitted in writing no later than 4:00 p. m. , Tuesday, April 28, 2026.

The bid documents must be submitted on or before the bid opening date and time, which is Thursday, May 14, 2026, at 10:00 a. m. CT.

The vendor will submit an invoice to the city at the beginning of each month for the previous month's services, and the city will pay the contractor within twenty (20) days.

The bid notice states that when submitting an invitation to bid, the bidder warrants that the commodities covered by the bid shall be free from defects in material and workmanship under normal use and service.

The award will be made to the lowest responsive, qualified, and responsible bidder based upon the price and meeting the requirements in this IFB.

All bidders must attend one of two mandatory onsite visits at the Justice Center. The mandatory onsite visit dates and times are: Thursday, April 30, 2026, at 10:00 a. m. and Tuesday, May 5, 2026, at 10:00 a. m.

No questions will be taken after 4:00 p. m. on Monday, May 11, 2026.
