Payment will be made by electronic funds transfer through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). Invoices must include contractor name, address, PO number, invoice date and number, and billing period.
Award will be made on a best value/trade off basis, considering technical qualifications, past performance, delivery, and price. Technical qualifications, past performance, and delivery combined are more important than cost or price.
Appraisers must hold a valid license as a certified general appraiser by the state of California or have the ability to obtain a temporary practice permit. Experience in appraising comparable tracts of land in rural Lassen County or similar areas in Northern California, and experience appraising lands for federal sale or acquisition under UASFLA guidelines are required.
The appraiser must inspect the subject property and all market comparable properties used in direct comparison. The appraiser must certify in the report that they extended an offer to the property owner or their representative to accompany them during the inspection.
