The City of Hanford, California is seeking bids for FY **** Pavement Resurfacing Treatment, a single and double fiberized slurry measure project. The work includes traffic control, site preparation, mobilization, installation of single and double fiberized micro-surfacing, removal of thermoplastic and paint, application of herbicides, sweeping, patching asphalt locations, maintaining temporary striping and legends, and installing thermoplastic at stop bars, crosswalks, and legends. Final lane striping will be performed by others. Bidders must submit proposals through the bidnetdirects California Purchasing Group website by June 9, 2026, at 2:30 p. m. Bids must be accompanied by a bidder's security of at least 10% of the bid amount. All questions must be submitted in writing through bidnet by June 2, 2026, at 4:00 p. m. The City reserves the right to reject any or all bids. Prevailing wage rates apply as per the State of California prevailing wage rates for Kings County. Contractors and subcontractors must be registered with the Department of Industrial Relations. Performance and payment bonds are required.
Bid submissions will be received through the bidnet directs California Purchasing Group website until 2:30 p. m. on Tuesday, June 9th, 2026.
The City shall retain 5% of the estimated value of the work done and materials on hand, and shall monthly pay to the contractor the balance not retained, after deducting all previous payments and all sums to be kept or retained under the provisions of the contract.
The contractor shall guarantee all materials, equipment and workmanship of the installation. Should any material or application or any work develop any defect or weakness due to the use of imperfect materials, equipment or workmanship, or failure to follow the plans and specifications, the contractor shall be notified at once, and he shall immediately, at his own expense, make the necessary repairs or replacements to make the defective item or items suitable and satisfactory.
The contract will be awarded to the lowest responsible bidder whose proposal complies with all the requirements prescribed.
Bidders shall certify that he is, at the time of bidding, and shall be throughout the period of the contract, licensed under the provisions of Chapter 9, Division 3 of the Business and Professions Code of the State of California to do the type of work contemplated in the project manual. The bidder shall further certify that he is skilled and regularly engaged in the general class and type of work called for in the project manual.
Contractors shall forfeit two hundred dollars (****) to the City for each calendar day or portion thereof, for each worker paid less than the prevailing wage rates.
The bidders shall carefully examine the site of the work contemplated, and the proposal, plans, specifications, and contract forms, therefore. It will be assumed that the bidder has investigated and is satisfied as to the conditions to be encountered regarding character, quality, and quantities of work to be performed and the materials to be furnished, and as to the requirements of the specifications, the special provisions, and the contract.
Before any contract is awarded, the bidder may be required to furnish a complete statement of the origin, composition and manufacture of any and all materials to be used in the construction of the work together with samples, which may be subjected to the tests provided for in the specifications to determine their quality and fitness for the work.
All questions regarding this project shall be in writing and shall be submitted through bidnet, no later than 4:00 p. m. on Tuesday June 2, 2026.
More than one proposal from an individual, a firm or partnership, a corporation or combination thereof under the same or different names will not be considered. Reasonable grounds for believing that any bidder is interested in more than one proposal for the work contemplated will cause the rejection of all proposals in which such bidder is interested. If there is reason for believing that collusion exists among the bidders, none of the participants in such collusion will be considered in future proposals. Proposals in which the prices obviously are unbalanced may be rejected.
