The tender seeks the purchase and installation of layer one infrastructure renovations and upgrades to the Whiteman Air Force Base
Network Control Center (NCC) building 149. The project is turnkey, with the Air Force providing only escort personnel as needed. The contractor is responsible for all services, supplies, transportation, equipment, and labor, adhering to various industry standards (TIA/EIA, BICSI, NFPA, NEC, IEEE). A complete milestone schedule, including start and completion dates, must be provided within 30 days of contract award. The contractor must coordinate with the 509th Communications Squadron Planning and Implementation Office (509 CSSCXP) for various aspects of the project, including escort scheduling, personnel relocation, and site coordination. The contractor must also address potential government-caused delays and provide a request for adjustment within five days of the delay. All personnel must have a favorable national agency check and a valid secret security clearance. A safety plan, meeting OSHA standards, must be approved and maintained on site. The contractor is responsible for any damage to government property. A System Installation Plan (SIP) is required 30 days prior to installation and must be approved by the 509 CSSCO. The contractor must assist the government in completing the AFTO Form 747, Communications and Information Systems Acceptance Certificate. The contractor must provide as-built documentation, including drawings, cable and power specifications, and equipment listings. The project includes specific wiring layout tasks, classified information infrastructure requirements, and room configurations. The preferred installation methodology is to minimize downtime of base area
networking resources. The contractor must complete and process all required permits prior to any facility modification. The warranty period starts from the date of system acceptance (AF Form 747). The contractor must provide written procedures and required information for warranty services. A list of materials (with part numbers) must be included in the proposal. The contractor must install all hardware per industry and manufacturer standards. All FDPs and UTPSSTP patch panels must be labeled. Weekly status reports are required. As-built drawings, including cabinet rack elevation diagrams and floor diagrams, must be provided. A quality
control plan is required, with random spot checks and system acceptance tests to be performed. A final project walkthrough is required 10 calendar days prior to acceptance. The quote due date has been extended to September 15, 2025, at 8:00 AM Central Time.
