The contractor is responsible for all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personnel services necessary to complete the transportation services, except for government-furnished property and services. The contractor must develop and maintain an effective quality control program. The government will evaluate the contractor's performance according to a quality assurance surveillance plan. The work will be performed at designated offsite locations within the National Capital Region (NCR). All contract personnel must identify themselves as contractors. The contractor must comply with all facilities security protocols required by the onsite managing activity and all security policies and procedures that apply to DOD and DSCA.
