Phase 1 is scheduled from August 15th, 2026 to September 18th, 2027, and Phase 2 from March 20th, 2027 to February 12th, 2028.

Responses must be received no later than 2:00 PM CST on August 6, 2026.

Invoices will be paid within 30 days after receipt of the items or completion of required services, according to agreed payment terms. Payment for the goods delivered under this contract shall not be acceptance of such goods.

Respondent expressly warrants that the items and services covered hereunder shall be free of defects in workmanship and shall strictly conform to applicable specifications, instructions, drawings, etc. These warranties shall be in addition to all warranties, express, implied or statutory.

The contract will be awarded to the respondent who provides the best value to the city. Criteria include purchase price, experience, reputation, quality, impact on HUBs, and total long-term cost.

Qualified contractors are invited to submit proposals. Respondents must provide written evidence of their qualifications, such as financial data and previous experience.

If respondent fails to effect delivery or performance in accordance with the project schedule, the city may terminate the contract and charge respondent with any and all losses, costs, and expenses incurred.

A mandatory pre-proposal conference will be held on July 28, 2026, at 10:00 AM CST. The city also reserves the right to inspect any items or service location for compliance.

All requests for additional information or clarification must be submitted in writing by noon CST on July 29, 2026.

Failure to meet response requirements, not attending the mandatory pre-proposal conference, or violating communication restrictions may lead to disqualification.
