DRCOG is seeking proposals for updates to N Line Station Area Master Plans in Thornton. The project involves analyzing existing plans, identifying implementation barriers, and modernizing the vision for four station areas. Key deliverables include market analysis, land use plans, and implementation strategies. The project has a maximum budget of $300,000 and an anticipated 12-month contract term. Proposals are due August 31, 2026. Experience in station area planning, TOD, market analysis, and community engagement is required.
Responses to this request must be received no later than 5:00 p. m. Mountain Time on August 31, 2026.
Allowable costs under any contract will be administered in accordance with Exhibit A of this solicitation. Billings shall include appropriate documentation, such as detailed listing of charges being submitted for payment including billable hours and hourly rate, payments to subcontractors, parking and mileage, supplies, etc.
Evaluations of proposals will be based on experience and capability, management qualifications, cost information, references, contract and insurance compliance, Colorado law for persons with disability compliance, project understanding and approach, and other factors.
Respondents must have experience in station area planning and transit-oriented development, market and development analyses, land use and policy evaluation, multimodal transportation planning, data-driven analysis, community engagement, and implementation planning.
The consultant will visit the station areas with DRCOG, Thornton, and Northglenn staff to orient, make observations and inform preliminary recommendations.
Omission of required elements in the response will result in disqualification. Failure to comply with requirements in Exhibits A and B may result in contract termination.
The maximum available budget for this project is $300,000.
