This is a Request for Proposal (RFP) for Project ****, which involves the improvement of the Reverse Osmosis Deionization Recirculation (RODI) system at the Olin E. Teague Veterans Medical Center in Temple, TX. The magnitude of the construction project is estimated to be between $1,000,000 and $2,000,000. The solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Performance and payment bonds are required. A mandatory site visit is scheduled for February 17, 2026. Requests for Information (RFIs) are due by February 23, 2026. Proposals are due by March 25, 2026, and must be submitted via email to ***@***. *. * and ***@***. *. * contractor will be required to provide a superintendent on-site at all times work is being performed. The contract will be a firm-fixed-price type. The contractor shall begin performance within a specified number of days and complete it within 180 calendar days after receiving award, notice to proceed. A minimum three-year warranty is required. The contractor must comply with infection control risk assessment (ICRA) standards and provide a quality control plan and safety plan. Invoices must be submitted through the Tungsten network. The contractor must have current registration in the System for Award Management (SAM).

Payment will be made monthly, in arrears, following satisfactory performance by contractors personnel and upon receipt of a properly prepared invoice. Contractor shall be required to invoice through the Tungsten system at http:www. tungstennetwork. comusenveteransaffairs.
Contractor shall provide a minimum three 3 year warranty, unless specified otherwise in the specs, from both the manufacturer and installer including parts and labor to include normal, premium or holidays hours. The warranty period shall start on the date of substantial completion.
A contract will be awarded to the offeror who presents the best value to the government considering past performance and price. Past performance is significantly more important than price in this process.
Offerors are required to be SDVOSB certified with the Small Business Administration (SBA). Offerors must register their businesses at MySBA Certifications, https:certifications. sba. gov. Verification of the offerors SDVOSB certification will be conducted using SBA Small Business Search, https:search. certifications. sba. gov. Offerors must have an active registration in the System for Award Management (SAM), including completed and annually validated representations and certifications.
