This is a combined synopsis/solicitation for commercial products or services. A Request for Quote (RFQ) is being issued for electronic quote submissions through SAM. gov. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular ****, effective date 06112025. This requirement is a 100% small business set-aside. Offerors will be verified against the NAICS code ****, petroleum lubricating oil and grease manufacturing, with a small business size standard of 900 employees. Reclamation anticipates awarding a multiple award blanket purchase agreement (BPA) as a result of this RFQ. Any orders placed against this BPA will be firm-fixed price. The purchase limitation for individual BPA calls is $72,****, with an authorized BPA limit of $250,****. fuel deliveries BPA call. This BPA may be discontinued upon thirty (30) days written notice by either party. Competition for issuance of BPA calls is limited to those awardees under this agreement. All awardees will be given a fair opportunity to be considered for each BPA call. The government intends to issue BPA calls by electronic commerce via email. Each BPA call will be awarded as a result of competition to the contractor whose offer is the best value to the government, considering the evaluation criteria specified in the BPA call RFQ. The government reserves the right to use procedures that are best suited to the circumstances of the acquisition to fulfill the government's requirements efficiently. Individuals authorized to purchase under this BPA: contracting officers are authorized to purchase under this BPA. All BPA calls under this BPA shall be firm-fixed price. Individual BPA calls shall not be modified to reflect any increases in preapproved price lists that may occur. All BPA calls shall be placed against the BPA via optional form 347, order for supplies or services. Price lists can be updated during the POP to reflect current rates by submitting updated price schedules to the contracting officer or contract specialist at least 3 days prior to the new prices becoming effective. Delivery tickets: all deliveries under this agreement shall be accompanied by a delivery ticket or sales slip that shall contain the following minimum information: name of supplier/contractor, BPA number, date of BPA call, BPA call number, quantity, unit price and extension of each item, less applicable discounts, date of delivery. Invoices: a summary invoice shall be submitted at least monthly or upon expiration of this BPA, whichever occurs first, for all deliveries made during a billing period, identifying the delivery tickets covered therein, stating their total dollar value, and supported by receipt copies of the delivery tickets. Frequency of ordering: BPA calls shall be placed as needs arise. Ordering procedure issuance of calls: upon receipt of any call issued hereunder by the contracting officer or authorized official, the contractor, pursuant to such call, shall furnish to the government services or product of the type and at the prices set forth in the call.
