Quotes must be received by 11:00 a. m. prevailing time on July 17, 2026. Quotes received after 11:00 a. m. on the due date will not be considered.

Payment shall be made within 30 days of billing. A township purchase order will be issued for performance of the work and supply of materials required.

Quotations will be evaluated on the basis of the most advantageous, price and other factors considered. The evaluation will consider: a. greater than 40 years experience as a locksmith, and experience, technical expertise, professional execution and reputation in the field. . .

Qualified respondents must have greater than 40 years experience as a locksmith, security clearance level secret, experienced in low voltage lock systems, experience with Genetec proximity card reader systems.

Must include a minimum of a 12-month hardware and software warranty upon completion of installation.

Delivery shall be FOB County's place of delivery with immediate delivery based upon availability, but no later than ninety (90) days after issuance of County's purchase order.

San Bernardino County payment terms are net 60 days after invoice and acceptance of the product.

Contractor agrees that the equipment or supplies to be furnished shall be covered by the most favorable commercial warranties the contractor gives to any customer for the same or substantially similar equipment or supplies.

Award will be made by Sheriff to the responsive, responsible bidder providing the best value.

The county reserves the right to perform a pre-award survey of the bidder to determine capability to perform, including but not limited to facilities, financial responsibility, materials/supplies, and past performance.

In the event of termination for default, the defaulting contractor shall be liable for the difference between the prices set forth in the terminated order and the actual cost thereof to the county.

All items or services are subject to final inspection and acceptance at designation by the county. Such final inspection shall be made within a reasonable time after delivery.

Samples of items, when required, must be furnished free of expense to the county, and if not destroyed by tests will, upon request, be returned at the bidders expense.

Bidder may appeal the recommended award or denial of award protest, provided the protest is submitted in writing within ten (10) calendar days of the issuance date of a notice of intent to award.

If bidder is unable to certify any of the facts set forth in sections c. 1, c. 2, or c. 3, it certifies that it has listed on a separate sheets attached to this Representations and Certifications each fact that it cannot certify and the reason it cannot do so. The county reserves the right to disqualify bidder based upon information disclosed.
