Lucas Metropolitan Housing Authority (LMH) is seeking proposals for health insurance broker services. The contract will be for 12 months with an option to extend for four subsequent agreements. Proposals are due August 7, 2026. LMH is committed to awarding 35% of contract funds to minority or women-owned businesses. Evaluation will be based on quality of performance, value-added services, costs, and scope of services. The eProcurement marketplace is the official source for RFP documents.
Proposals are due August 07, 2026, no later than 3:00 PM ET. They must be uploaded to the eProcurement Housing Authority Marketplace or emailed to mbentley@lucasmha. org.
The contract will be awarded to the vendor whose proposal is determined to be most advantageous to the agency, considering price and evaluation factors. The evaluation criteria include demonstrated quality of performance and past record of professional experience (30 points), value-added services (15 points), costs associated with the plan (30 points), and scope of services (25 points).
Proposals must demonstrate the firm's experience and capacity with employee benefits services. Specific requirements include an overview of the firm, qualifications of assigned staff, client references, types of training, carrier/vendor evaluation process, procurement technology resources, ability to analyze claims data, assistance with administration, educational support, attendance at meetings, cost-saving strategies, communication services, regulatory compliance support, and health management/wellness program support.
If the protest is regarding the solicitation, the notice of protest must be received prior to the solicitation deadline. If the protest is regarding the award, the notice of protest must be received within ten 10 business days after the issuance of the award notice.
Firms may be excluded from further consideration for failure to comply with the specifications of this RFP. Proposals containing false or misleading statements may be rejected. Submissions delivered by any other method than the eProcurement marketplace or email will not be accepted.
