Substantial completion must be achieved by August 21, 2026.

Proposals will be evaluated based on approach to scope of work and technical methodology, company and personnel qualifications, value/cost of services, documented past performance and references, and contract exceptions.

Proposers must be properly licensed in Colorado, demonstrate experience with similar projects, have completed at least three comparable projects in the past five years, maintain required insurance, comply with OSHA, and be capable of completing work within the city's shutdown window.

Liquidated damages of $1,000 per day will be imposed for failure to achieve substantial completion by August 21, 2026.

A highly recommended pre-proposal conference and site visit will be held on June 23, 2026, at 12:00 PM at the Longmont Recreation Center.

Protests must be submitted within three calendar days of learning of facts giving rise to the protest.

Failure to meet any mandatory requirement may result in disqualification.

Proposals are due by 3:00 PM on Tuesday, August 4, 2026.

The city will make progress payments based on percentage completion and retain at least 5% until final completion. Final payment is due 45 days after substantial completion.

Proposals will be evaluated based on technical approach, experience, past performance, expertise, project management plan, staffing plan, job standards, availability of domestically produced goods, and local presence. The award will be made to the responsible offeror whose proposal is most advantageous to the city, considering price and evaluation factors.

Firms must demonstrate general contracting services for projects over $500,000 in the last three years, specific experience in similar projects, and bonding capability up to 100% of the project cost.

Liquidated damages of $1,**** per day will be assessed if the project is not completed within the specified time.

An optional walkthrough is scheduled for Monday, July 6, 2026, at 10:00 AM.

Questions must be submitted by Friday, July 10, 2026, at 5:00 PM.

Bids will be accepted until July 9, 2026, at 2:00 PM Central Prevailing Time.

UTA's standard payment terms are net 30 days as mandated by the Texas Prompt Payment Act.

Documentation required by this project, such as warranty papers, must be submitted to the owner prior to final payment on the contract.

An award may be made on the basis of best value to the university, considering price and other evaluation factors.

The university is requiring a minimum of seven (7) years of experience with projects of similar size and scope. Bidder must include six (6) references.

The owner may retain $1,**** for each calendar day after the contract completion date that the work remains incomplete, as liquidated damages.

A mandatory pre-bid meeting with a site visit is scheduled for Friday, June 19, 2026, at 10:00 AM.

Responses from bidders that do not attend the pre-bid meeting will be rejected. Failure to submit the VETHUB subcontracting plan will result in immediate rejection of the proposal.
