The City of Oceanside Parks & Recreation Department is seeking bids for the purchase and delivery of aquatic treatment chemicals for three public aquatic facilities. The contract will be for one year with options to renew for up to four additional one-year terms. Prices must remain firm for the initial term, with potential for a 5% increase in subsequent renewal terms, subject to city approval. The contract includes the supply and delivery of liquid sodium hypochlorite (12. 5%) and muriatic acid (****). Bids must be submitted electronically through the BidNet Direct portal by 2:00 PM on the submission due date. Questions must also be submitted through the portal by 2:00 PM on the question deadline. The successful bidder must have at least three years of experience, possess all required licenses, and provide references. Estimated annual quantities are provided for bid evaluation only and are not guaranteed. The city reserves the right to add or remove delivery locations and adjust quantities or delivery schedules.
Bids must be submitted electronically through the City's BidNet Direct procurement portal no later than 2:00 p. m. on the submission due date.
The contractor shall submit separate monthly invoices for each aquatic facility, including invoice number, date, PO number, facility name, delivery dates, product delivered, quantity delivered, unit price, extended price, applicable taxes, and contractor contact information. Invoices shall reconcile with delivery tickets.
The successful bidder shall have a minimum of three (3) years of experience supplying aquatic treatment chemicals to municipalities, public agencies, school districts, or commercial aquatic facilities. They must also possess and maintain all required federal, state, and local licenses, registrations, permits, and transportation authorizations.
If contractor performance results in an interruption of aquatic operations or prevents the city from maintaining required water quality standards, the city reserves the right to procure chemicals from another source. To the extent permitted by law, any additional costs incurred by the city as a result of the contractor's failure to perform may be recovered from the contractor.
Unsafe delivery practices that jeopardize the safety of city employees, contractors, or the public may constitute grounds for termination of the agreement. Failure to maintain required licenses, permits, insurance, or certifications, or failure to comply with applicable laws and regulations, can also lead to termination.
