Sealed proposals are due by 3:00 PM on October 1, 2025, at the purchasing office, City of New Rochelle City Hall. A pre-proposal site visit is scheduled for September 9, 2025, at 11:00 AM at Ward Acres Park. Questions must be submitted in writing via email by noon on September 12, 2025. The city reserves the right to amend the RFP based on questions and issues raised. Proposals must include a transmittal letter, staff experience, project approach, work samples, references, and completed exhibits (A-E). Minimum qualification requirements include 5 years of experience, 3 references from clients, and at least one reference from a similarly sized municipality. The city reserves the right to award the RFP to the respondent who presents a proposal that best meets the requirements and represents the most beneficial procurement. Proposals will be evaluated on experience, qualifications, project organization, financial responsibility, project approach, proposal completion, and fees. The proposal must remain valid for 90 days from the proposal due date. The city is exempt from federal, state, and municipal sales and excise taxes. Any deviations from the specifications must be noted and explained. The city reserves the right to revise or amend the proposal specifications prior to the proposal due date by written addenda. Bidders must check the city's website for any addenda. The awarded vendor will be required to sign a city of New Rochelle consultant services agreement. Proprietary information should be identified and labeled confidential. The city reserves the right to accept or reject any or all proposals. Any violation of the terms, conditions, requirements and/or non-performance of the agreement will result in immediate cancellation. The awarded vendor shall not assign the contract without written approval from the city. The successful bidder must supply and maintain insurance. The contract agreement will be construed under the laws of the state of New York. All claims, actions, proceedings, and lawsuits brought in connection with the contract agreement shall be brought in the supreme court of the state of New York, Westchester county. Bidders must familiarize themselves with state finance law requirements. By submission of this bid, each bidder certifies that they are not on the list created pursuant to paragraph b of subdivision 3 of section 165a of the state finance law.

The city of new rochelle reserves the right to award this rfp to the respondent who presents a proposal that best meets the requirements as listed herein and represents the most beneficial procurement as determined by the city.
The following list is the minimum qualification requirements: a firm with at least five 5 years of experience providing similar services as described in this rfp. at least three 3 references from clients currentlypreviously served for which similar services have been provided. at least one 1 of the references must be from a similarly size municipality.
A preproposal site visit regarding this rfp will be hosted on september 9, 2025 at 11: 00 a. m. attendance at this site visit is not mandatory, but is highly encouraged.
