The Massachusetts Gaming Commission is seeking research services to study the conversion of gaming to gambling, focusing on impacts on youth (20 and under) and problem gambling. The study will involve literature review, key informant interviews, and data analysis. Deliverables include a final report and a public presentation. Bidders must demonstrate expertise in research methods, qualitative and quantitative research, community engagement, and knowledge translation. The contract duration is initially one year with one one-year renewal option, for a total maximum of two years. The estimated value is not to exceed $100,000.

The award will be based on methodology, experience and expertise, knowledge translation and exchange, diversity, and cost-effectiveness and scalability.
Bidders must demonstrate in-depth knowledge of research methods, expertise in qualitative and quantitative research, experience in garnering community input, understanding of the gambling landscape in Massachusetts, and demonstrated experience in knowledge translation.
Failure to perform contractual obligations may result in corrective action, suspension, or termination. Vendors may be terminated or suspended for poor performance, non-responsiveness, noncompliance, or fraud.
Misrepresentation of SBPP or SDO certification status will result in disqualification. Failure to perform contractual obligations may also lead to disqualification.
The estimated value of the procurement is not to exceed $100,000 for the entirety of the project.
