Any penalties rendered to the contractor, as a direct result of being found non-compliance with AECA and ITAR, will be the responsibility of the contractor. A factory warehouse visit may be conducted by INL COR and/or delegated representatives to evaluate quality assurance, quality control, shipping control, and physical inspection of randomly selected finished items prior to shipping. The solicitation due date has been extended to 8/12/2026 per vendor request to allow adequate proposal creation.

This is anticipated to be a sole source award to Chemring Energetic Devices under authority FAR ****: only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

A sample ADC is generated in WARP the first time an ADC is submitted by the contractor for applicable government reviews and approvals. upon approval of the sample adc, a final version for each production lot shall be completed in warp and uploaded for invoicing, receipt, acceptance, and property transfer irapt formerly wawf for review and acceptance prior to shipment of product by the applicable government authority.

The total estimated ceiling amount for this contract effort is estimated to be 23 m.
