Proposals are requested from qualified consultants or consulting firms with experience in housing services, including affordable housing developments. The murrieta housing authority is requesting written proposals from qualified consultants or consulting firms to assist with various general housing tasks.

Proposers must demonstrate familiarity with each option, have a minimum of five consecutive years of operation, and provide detailed information on their organizational structure, project approach, staffing, equipment, experience, and references.

Proposers are encouraged to visit the sites and familiarize themselves with the operations and routes of each option to verify the scope of services prior to submitting a proposal.

Deadline for questions is Tuesday, June 16, 2026, at 4:00 PM.

Disqualification may result from failure to comply with RFP conditions, any contact about the RFP outside of the specified channels, submitting unsigned proposals, or if any disclosed interest could give the appearance of a conflict of interest.

Contractors will be paid through an RR program lender. Invoices are submitted to the homeowner, who then submits them to the lender for payment processing. The total contract price is up to $15,000 per mobile home and $30,000 per fixed foundation home.

Contractors guarantee shall continue for a period of one year after the date of substantial completion of each approved RR program rehabilitation.

The award will be granted to the best proposer based on technical and financial resources, experience and technical skill, approach and timing, record and references, and reasonable costs.

Proposers must demonstrate experience with residential rehabilitation, including work on manufactured or mobile homes. Experience conducting property condition assessments or similar evaluations is strongly preferred.

Unauthorized contacts with City staff about this solicitation may result in disqualification. Failure to take exceptions to terms and conditions may mean acceptance of all conditions. Proposals that fail to respond to a material component of the solicitation may be rejected.
