This is a rebid for the Echo Farms Park Tennis Court Expansion project by New Hanover County. Bids will be received until 1:00 PM EST on Thursday, April 9, 2026, and opened promptly at 1:00 PM EST. The project involves constructing 5 additional clay tennis courts, removing and replacing an asphalt multiuse path, extending a cart path, and constructing a wet detention pond. Bidders must be licensed in North Carolina and prequalified by New Hanover County. A bid bond of 5% of the bid price is required, along with performance and payment bonds of 100% of the contract price for the successful bidder. Bidders must make good faith efforts to subcontract 10% of the contract value to minority businesses. The county reserves the right to waive informalities, reject bids, and accept the bid in its best interest. No prebid meeting will be held.
The deadline for receipt of bids is Thursday, April 9, 2026, at 1:00 PM EST.
The contract specifies progress payments based on approved applications, with a retainage of five percent (5%) until the project is 50% complete, provided satisfactory performance. Final payment will be made within ten (10) business days of the county's execution of a final certificate for payment, after all conditions are met.
Contractor warrants that all labor furnished will be competent and materials and equipment will be of good quality, new, free from faults and defects, and in strict conformance with the contract. All work not conforming to these requirements may be considered defective.
Award shall be made to the lowest responsive responsible bidder taking into consideration quality, performance, and the time specified in the bid for the performance of the contract. The county may also consider other factors such as past performance, financial stability, and availability of equipment.
Bidders must be properly licensed under chapter 87 of the North Carolina General Statutes. All prime bidders on this project must be prequalified in accordance with New Hanover County's prequalification ordinance.
Contractor shall pay the county the sum of two hundred fifty (****) dollars per day for each and every calendar day of unexcused delay in achieving substantial completion. This is considered liquidated damages.
Bid protests must be in writing and delivered to the finance director prior to award by the board of commissioners or issuance of a purchase order. The protester bidder shall deliver a written statement to the finance director detailing the reason for the protest within five (5) business days or prior to award and/or issuance of a purchase order, whichever is later.
