The contract has been awarded to the lowest priced responsive and responsible bidder.

The total award amount is $78,****.

Sealed proposals will be received by the municipality of Penn Hills via PennBid until 10:30 a. m. prevailing time on Monday, July 20, 2026.

The municipality retains the right to award contracts to the lowest responsive, qualified, and responsible bidders based on consideration of quality of previous work, record of completing projects on time, history of payments to subcontractors and suppliers, maintenance of a permanent place of business, adequacy of equipment and plant to do the work, technical experience, a solid financial base to guarantee contract completion and all other factors deemed relative by the municipality.

There will be a mandatory prebid meeting on Monday, July 13, 2026, at 10:30 a. m. at the municipal building 102 Duff Road, Penn Hills, PA **** who intend to bid this contract must attend for their bid to be considered as responsive.

No bidder may withdraw their proposal during the sixty 60 day period without forfeiting their proposal guarantee.

The project must be completed by September 25, 2026.

Payments shall be made on progress estimates monthly, covering ninety percent (90%) of the work completed. Final payment will be made within thirty (30) days after completion of all work to the satisfaction of the city and engineer.

A maintenance and guarantee bond is required, covering all work performed and materials furnished for a period of one (1) year subsequent to the date of the final estimate.

The contract will be awarded to the responsible bidder submitting the lower bid complying with the conditions of the invitation for bids.

After receipt of bids, each bidder shall submit a statement of qualifications including experience record, organization, and available equipment. The owner reserves the right to reject any bid if the bidder is not qualified.

Liquidated damages amounting to **** per calendar day will be assessed for failure to complete the contract on or prior to September 25, 2026.

Each bidder should visit the site of the proposed work and fully acquaint himself with the existing conditions.

The owner reserves the right to reject any bid where an investigation does not satisfy the owner that the bidder is qualified to carry out the terms of the contract.
