The City of Ypsilanti is seeking proposals for janitorial services for up to five city facilities for a term of no less than three years. A mandatory pre-bid meeting is scheduled for June 16, 2026. Proposals are due by June 30, 2026. The selection will be based on quality, performance, experience, cost, and other factors, not solely price. Contractors must comply with local ordinances, including living wage requirements. A surety bond and bonding for employees working in city buildings are required. Services will commence around August 1, 2026.
Proposals will be received until Tue, Jun 30, 2026, 10:15 am.
Payments will be based on monthly invoices and net 30.
The contractor shall furnish a surety bond guaranteeing the proper completion of the work and the maintenance of the work during the period of one 1 year from and after the date of the completion and acceptance of the same.
Acceptance of proposals will be based on quality and completeness of proposal, quality, performance and effectiveness of the solution, goods and/or services to be provided, proposer's experience, cost to the city, proposer's financial stability, proposer's ability to perform the work within the time specified, proposer's prior record of performance, and proposer's compliance with applicable laws. Price shall not be the sole determining factor.
Proposers must be qualified firms. Specific qualifications include providing a proposal summary, firm profile, work plan, proposed innovations, project staffing, proposal exceptions, cost information, references, applicant location, and environmental practices. Insurance and a surety bond are also required.
If a contractor loses a key, they shall be required to pay **** for each replacement key. If a breach of security results from the loss of keys requiring that locks be replaced or rekeyed, the contractor shall be required to pay the actual cost for each lock affected. These charges shall be deducted from monthly payments.
A mandatory prebid meeting will be held at City Hall, 1 South Huron Street, Ypsilanti, Michigan, at Tue, Jun 16, 2026, 10:00 am.

Factors such as evidence of collusion, attempt to improperly influence evaluation team, lawsuits or unresolved contractual claims with the city, incorrect information submitted, inability to complete responsibilities, or default under a previous agreement may be considered just cause to disqualify a proposal.
