Proposals are due August 21, 2025, by 4:00 PM. All contractors and subcontractors must be registered with the California Department of Industrial Relations (DIR) at the time proposals are due, and submit proof of registration with the proposal. Questions due August 13, 2025. The county will not consider proposals received after the due date. An amendment is considered a new proposal and will not be accepted after the specified date and time. The project is subject to compliance monitoring and enforcement by the DIR. The proposal must include a letter of interest, statement of qualifications, understanding of the project, relevant experience, references, legal entity, project management, analysis of effort/methodology, approach, capacity, taxpayer identification number, and cost proposal. The county will utilize a one-step selection process. A sample evaluation criteria is attached. The selected consultant will be required to execute an agreement for services with the county. No modification requests to material terms of agreement will be made. The agreement shall not be in force until contracting is approved by the Imperial County Board of Supervisors and after written authorization to proceed has been provided.

Bidders must satisfy themselves of the accuracy of estimated quantities by site examination and review of drawings and specifications. Modifications to bids must be in writing and received before bid opening time, without revealing the bid price. Bidders must submit proof of valid and current permits from the air pollution control district. Each bid must be accompanied by a bid bond (or certified check/cashier's check) for 10% of the total bid amount. The county may waive informalities or reject all bids. A bid may be withdrawn before bid opening or authorized postponement, but not within 75 days after bid opening. The county may investigate bidder's ability to perform the work. Bids are compared based on the engineer's estimate of quantities. Payment is based on actual work performed. The county may increase or decrease the amount of work. A protest must be delivered to the specified address, be written, state the specific basis of the appeal, request a determination, and be filed no later than 72 hours before the scheduled award. The successful bidder must furnish a payment bond and performance bond equal to at least 100% of the total bid. The successful bidder must possess a California Contractors License, Class A. Additional requirements include a detailed schedule and detour plan, prompt progress payment to subcontractors, and compliance with public safety regulations. The contract includes provisions for differing site conditions, asbestos/hazardous materials, and monument preservation. Local material requirements include plans, analytical test results, and sampling procedures. All subcontractors performing work exceeding 0. 5% of the total bid (or $10,000, whichever is greater) must be listed. Bidders must comply with California's public works contractor registration law (SB 854), including registration with the Department of Industrial Relations and payment of applicable fees. The contractor shall coordinate with and be responsible for obtaining permission, permits and other documentation as necessary by Caltrans, and any other agencies, utility providers and/or individuals that may be affected by the project in order to obtain any required authorization to access, construct, and permit to operate. This also includes obtaining provision for construction water for dust control and earthen compaction of materials. All bidders shall submit documents to the Imperial County Public Works department showing proof of valid and current permits issued by the air pollution control district, including the authorization to construct and the permit to operate. The permits shall be submitted after the bid opening and prior to the award of the contract. Any bidders failing to submit said documents within 10 days after bid opening shall render their bids nonresponsive. Full compensation for all coordination with and obtaining such permits and licenses shall be at contractor expense, including any agency permit fees. The contractor shall use a person surveyor authorized to practice land surveying in the state of California.
