Proposals are due July 15, 2026, at 2:00 p. m. PST.

The city agrees to pay the consultant monthly, based on actual time spent, not to exceed a specified amount for the total term. Payment shall be made within 30 days of receipt of each invoice for non-disputed fees.

Proposals will be evaluated on experience developing objective design standards, experience with designing multifamily projects, experience preparing development standards for zoning codes, community engagement outreach strategy, approach and schedule, consultant experience and staffing capacity, and overall strength of proposal.

The selected consultant must have demonstrated relevant experience in creating objective design standards and/or designing residential and mixed-use projects, as well as experience preparing development standards for zoning codes. Staff assigned must also have relevant experience and appropriate certifications.

Proposals may be rejected if they contain alterations, additions, conditional or alternative offers, are incomplete, or contain erasures or irregularities. Knowingly submitting false information can lead to rejection or contract termination.
