Payment is processed within 30 days of receipt of a correct invoice. the agencies or school districts involved will authorize and process for payment each invoice within thirty 30 days after the date of receipt of a correct invoice.

Failure to execute the contract and performance bond within 20 days of award forfeits the bid guaranty as liquidated damages. if the successful bidder fails to execute the required contract and performance bond. . . its bid guaranty shall immediately become forfeited as liquidated damages.

Written questions must be received by October 15, 2026. all questions with regard to the interpretation of this invitation must be received in writing by october 15, 2026.

Bids may be rejected for collusion, unsatisfactory performance, suspension/debarment, unbalanced prices, or unauthorized additions. any one or more of the following causes may be considered as sufficient for the disqualification of a bidder and the rejection of its bid.

Proposals must be received no later than 2:00 PM local time on August 27, 2026.

Payments for services will not be made in advance of work performed. The state may require holdback of contract monies until acceptable performance is demonstrated, as much as 25%.

The vendor will provide a warranty that the deliverables will function as designed for a period of no less than one year from the date of system acceptance. The warranty requires the vendor to correct, at its own expense, setup, configuration, customizations, or modifications so that it functions according to the states requirements.

The contract will be awarded to the vendor whose proposal is most advantageous to the state, taking into consideration experience and reputation (25%), capacity to meet requirements (30%), demonstrated ability (20%), and resource costs (25%).

Vendors must provide proof of state of Delaware business licensure or initiate the application process, demonstrate experience and reputation, have the capacity to meet scope requirements, and provide detailed budget breakdowns.

The state of Delaware may include in the final contract liquidated damages provisions for non-performance.

Protests based on any omission or error, or on the content of the solicitation, will be disallowed if these faults have not been brought to the attention of the designated contact, in writing, at least ten calendar days prior to the time set for opening of the proposals.

Proposals may be rejected for failure to respond to requests for information, nonconforming proposals, late submissions, undisclosed fees, or if the vendor has been convicted of certain offenses indicating a lack of business integrity.

The deadline for receipt of proposals is June 25, 2026, at 2:00 PM local time.

The state of Delaware will require a payment schedule based on defined and measurable milestones. Payments for services will not be made in advance of work performed.

The vendor will provide a warranty that the deliverables provided pursuant to the contract will function as designed for a period of no less than one year from the date of system acceptance.

The contract will be awarded to the vendor whose proposal is most advantageous to the state of Delaware, taking into consideration the evaluation factors set forth in the RFP. It is explicitly noted that the state is not obligated to award to the lowest priced proposal or the highest scoring proposal.

Vendors must provide Delaware licenses and/or certifications necessary to perform services, provide responses to the RFP scope of work, clearly identify capabilities, and complete all appropriate attachments and forms.

The state of Delaware may include in the final contract liquidated damages provisions for non-performance.

Prior to the execution of an award document, the successful vendor shall either furnish the agency with proof of State of Delaware business licensure or initiate the process of application where required.
