Truman State University is seeking qualified contractors to perform maintenance and repairs on its fleet of approximately fifty vehicles. Bids are due by 2:00 PM CT on Thursday, March 26, 2026. One electronic copy of the bid must be submitted via thumb drive or email. The contract will commence on July 1, 2026, and run through June 30, 2027, with the possibility of four one-year renewals. Key requirements include routine maintenance (oil changes, filter replacements, lubrication, fluid checks, tire services, etc. ), non-routine repairs with pre-approval for estimates over $500, towing services, and a minimum warranty of 3,000 miles or 90 calendar days on labor and parts. Contractors must provide evidence of ASE certification for technicians and their repair facility must be an official vehicle inspection site in Missouri. Invoices must include detailed descriptions and vehicle VIN numbers. Truman State University reserves the right to reject any proposal and to waive irregularities. Missouri contractors may receive preference if quality and price are equal or better.

The bid notice states that Truman prefers invoices be delivered by email to ***@***. *. * and that Truman does not pay state or federal taxes unless otherwise required under law or regulation. Each order received must be accompanied by an itemized invoice showing the purchase order number, item description, quantity, unit, current price, and signed by the person picking up and/or accepting the order. The discount must then be applied to arrive at net cost. The contractor should submit a monthly statement with a copy of the original invoice to Truman's accounts payable department.
The bid notice states that if a standard part of labor warranty exists, the contractor will supply a minimum warranty of 3,000 miles or 90 calendar days on all labor and parts service.
Awards may be made to the contractor whose quote complies with the requirements of the RFB and is the lowest and best proposal considering contractor qualifications and experience, a detailed price quote of all products and services, and all other evaluation criteria specified in the RFB and any subsequent negotiations.
Contractors must explain their qualifications and experience successfully completing similar work as outlined in the RFB. Additionally, all repair technicians and mechanics working on Truman's vehicles will be supervised by ASE certified technicians, and contractors will provide evidence of such certification as part of their response.
The bid notice mentions that if the project will exceed $75,000, the contractor agrees to comply with chapter 290 of the Revised Statutes of Missouri, which concerns the payment of prevailing wages on public works. The contractor will forfeit a penalty to the owner of one hundred dollars ($100) per day or portion of a day for each worker that is paid less than the prevailing rate for work done under the contractual agreement by the contractor.
Any award protest must be received within ten (10) days after the date of notification of award in accordance with the statute.
