Proposals are requested for a wireless modernization project for the Ohio Department of Mental Health and Addiction Services (OHIOMHAS) for state fiscal years 2025 and 2026. Proposals must be submitted via the Ohiobuys website by 2:00 PM EST on the date indicated on the sourcing project. The RFP consists of 55 pages and includes detailed information on requested services, general instructions, proposal evaluation, and contract award. The proposal must include a technical proposal and a cost proposal, outlining how each deliverable will be completed within the specified timeframes. Additional documents (Appendix 1 and 2) are required to be submitted with the proposal. The evaluation process may include requests for additional information, clarifications, interviews, and presentations. The minimum qualifications for project staff are detailed in the RFP. The contract will be subject to the terms and conditions of the personal services contract. Payments are contingent on the availability of state and federal funds. No contract funds may be spent offshore.

The evaluation process will rate proposals based on criteria such as the inclusion of all required services, detailed plans for service execution, team staffing plan, and commitment to onsite work. Company longevity, previous experience with the state of Ohio, and product experience are also considered.
The minimum qualifications of the project staff shall be: 1. project management oversight by a PMP certified project manager with at least 5 years of experience managing technology projects. 2. architecture and design by an Aruba certified design professional (ACDP), or an Aruba certified mobility expert (ACMX) with at least 5 years of experience architecting Aruba wireless network solutions which include clearpass authentication. 3. design and configuration by an Aruba certified mobility professional (ACMP) or higher level Aruba certification (ACMX or ACDP) with at least 5 years of experience. 4. startup support by an Aruba certified mobility professional (ACMP) or higher-level Aruba certification (ACMX or ACDP) with at least 5 years of experience 5. development by an Aruba certified mobility professional (ACMP) or higher-level Aruba certification (ACMX or ACDP) with at least 5 years of experience 6. validation and testing phase by an Aruba certified mobility professional (ACMP) or higher-level Aruba certification (ACMX or ACDP) with at least 5 years of experience 7. asbuilt documentation by an Aruba certified mobility professional (ACMP) or higher level Aruba certification (ACMX or ACDP) with at least 5 years of experience 8. post deployment production support by an Aruba certified mobility professional (ACMP) or higher-level Aruba certification (ACMX or ACDP) with at least 5 years of experience.
Work may require travel to remote OHIOMHAS sites located in Toledo, Cleveland, Cincinnati, Columbus, Athens, and Massillon, Ohio. The selected vendor will be required to complete vendor access request forms and adhere to state of Ohio remote work standards where applicable. The vendor technical staff will be required to be on-site at 30 East Broad Street, 33rd floor, two days a week (Wednesday and Friday) from 7:00 AM to 3:30 PM throughout the duration of the project, however they may be required to be on site more often dependent upon configuration tasks needed to achieve project success.
