The Orange County Library System is seeking proposals for an Integrated Library System (ILS) to replace its current Sierra ILS. The contract will be governed by Florida law and include specific non-negotiable requirements regarding insurance, indemnification, liability, public records, contract length, liquidated damages, and termination. The library is exempt from federal and state sales and use taxes.
The RFP proposals are due by 5:00 p. m. EST on June 29, 2026.
Proposals will be evaluated based on technical and functional requirements (50%), experience, references, background, and qualifications (15%), price (10%), and project management (10%). The library desires to select the vendor whose submission is most advantageous, considering qualifications, technical merit, service capability, and price.
Vendors must provide a company profile, qualifications, project team details, completed requirements form (Appendix A), project understanding and approach, relevant project experience (at least three peer-sized projects), and a completed fee proposal (Appendix B). Vendors must also comply with Florida Division of Corporations registration and permit requirements.
Delays in deadlines, determined by the library to be thirty days after the agreed-upon deadlines, shall be cause for liquidated damages of $150 per calendar day. Vendor will be responsible for all delays.
The submission of samples is not required for this RFP.
Failure to file a protest to the library's RFP Project Manager by 5:00 p. m. EST on the third full business day after the award announcement shall constitute a waiver of protest proceedings.
