The City of Powell, Wyoming is soliciting bids for the supply and application of approximately 155,000 square yards of 2 polymer modified type III emulsified asphalt slurry seal. Bids are due by 4:00 PM on May 12, 2026, and will be publicly opened on the same date. Bidders must submit bids on the required forms, fully completed and executed. Bid security of 5% of the bid amount is required. Prices quoted must be firm. The delivery date will be no later than the 2026 summer season. Any variations to the bid specifications must be submitted in writing at the time of bid opening. Wyoming state preference will be given to Wyoming-produced materials. The contract includes provisions for liquidated damages for late delivery, insurance requirements, and payment terms. Contractors must be registered with the City and all subcontractors must be pre-approved. The contract will be governed by the laws of the State of Wyoming. Required documents for a qualified bid include a properly executed bid proposal, bid sheet, breakdown of materials, bid checklist, bid bond, and current ISSA membership certificate.

The delivery date will be no later than the 2026 summer season.

The City shall pay the contractor the sum of dollars and cents x. xx per square yard, which contractor shall receive and accept as full compensation for everything furnished and done under the contract.

Award will be made as soon as practicable after the bids are publicly opened, read and canvassed.

Bids must be submitted from qualified vendors.

If the slurry seal is not sold or delivered by 2026 summer season as specified, the contractor shall pay the City, as liquidated damages, the sum of **** per day for each and every day the contractor shall be in default, unless the City grants prior written extension to the delivery date.

Suitable sized samples of aggregate, asphalt emulsion, and mineral filler if required shall be submitted, when requested by the project manager, for approval not less than ten 10 days before the work starts.
