The deadline for proposal submission is Wednesday, April 8th at 12:00 PM noon. Late submissions may not be considered.

All proposed equipment should include a minimum five (5) year manufacturer warranty or equivalent coverage.

Proposals will be evaluated based on experience with similar surveillance deployments, quality and completeness of proposed design, cost effectiveness, vendor qualifications and references, ability to meet the project timeline, and suitability of the proposed platform as a potential county standard.

Vendors must demonstrate experience deploying modern video surveillance systems (Ubiquiti or equivalent platforms preferred), experience installing surveillance systems in commercial or government environments, and proper licensing and insurance for low-voltage and network installations. They must also be able to provide references for similar projects.

Vendors are strongly encouraged to participate in site walkthroughs at the five facilities. The deadline for vendors to complete any site walkthroughs is Friday, March 27th. Vendors wishing to schedule a site walkthrough must contact the county prior to this date.

The bid due date is April 20, 2026, at 12:00 PM local time. The project completion date is October 31, 2026.

Payment will be made to the contractor each calendar month based on the estimated amount of work complete in place. Retainage will be withheld at the rate of five 5 percent of the monetary value of the work completed, invoiced, and approved by the engineer.

The county reserves the right to accept or reject any and all bids, delete road sections and/or individual items, readvertise and to waive minor informalities. The contract will be awarded, if not rejected, at the next official meeting after date of opening of proposals.

Bidders must submit a proposal guaranty, proof of liability and workers compensation insurance, contractor and subcontractor affidavits and agreements, a copy of a business license, an affidavit of the successful bidder, and a non-collusion affidavit. All must be completed and returned as part of the proposal contract documentation for bid opening. Failure to comply will be grounds for dismissal of bid.

If the contractor or surety fails to complete the work within the time stipulated, charges may be assessed against any money due or that may become due the contractor in accordance with a schedule of deductions for each day of overrun in contract time. These are fixed liquidated damages.

No proposal shall be withdrawn for a period of 30 days from date of bid opening.
