The work shall be completed within 90 calendar days after the notice to proceed.

The city will make progress payments ot more than thirty 30 days after approval of invoice.

The contractor shall guarantee all materials and equipment furnished and work performed for a period of one year from the date of substantial completion.

Consideration will be given to various factors to determine the responsible bidder whose bid, conforming to the invitation for bids, is lowest, including but not limited to the following factors: whether bidder maintains a permanent place of business, suitability of bidders plant and equipment for work, bidders financial status, technical experience, past performance, contractor integrity, and compliance with public policy.

Each bidder is required to provide his W. V. contractor license no. and a copy of said license, as issued under provisions of west virginia code, chapter 21, article 11.

The contractor agrees to pay liquidated damages for each calendar day that the contractor shall be in default after the time stipulated in the contract for completing the work.

The bidder will be responsible for its delivery at least hree days prior to the scheduled bid opening.

The contractor shall begin service within 60 days of contract award.

Proposals will be evaluated based on total estimated cost under varying participation levels, reasonableness and transparency of cost structure, and demonstrated understanding of scalable service delivery.

Missed pickups not corrected within this timeframe may be subject to penalties as defined by the citys contract terms.

A mandatory preproposal meeting for eligible contractors is scheduled for November 20, 2025.

The deadline for submitting written inquiries is November 27, 2025.

Each bidder is required to state in his proposal, his name, place of residence, and the names of all persons financially interested with said bidder. In addition, each bidder is required to provide his w. v. contractor license no. and a copy of said license, as issued under provisions of west virginia code, chapter 21, article 11.

If the said contractor shall neglect, fail or refuse to complete this work within the time herein specified, or any proper extension thereof granted by the owner, then the contractor does hereby agree, as a part consideration for the awarding of this contract, not as a penalty but as liquidated damages for such breach of contract as hereinafter set forth, for each and every calendar day that the contractor shall be in default after the time stipulated in the contract for completing the work.
