Vendors must provide a business organization description, year established, federal ID number, Michigan tax ID number (if applicable), business legal formation, state of incorporation, and the address of the business office providing the equipment. They must also provide at least three references. full name and address of the business with a short description of the business. include a description of the following: a. business organization b. year established c. federal id number d. michigan tax id number, if applicable. e. the business legal formation e. g. corporation, sole proprietor, etc. f. state of incorporation g. list the location and address of the business office that will provide the equipment requested.

Failure to understand the RFP in its entirety, including making necessary inquiries, may result in disqualification. Modifying RFP terms in the vendor's submission is also grounds for immediate disqualification. in responding to this rfp, the vendor accepts full responsibility to understand the rfp in its entirety, and in detail, including making any inquiries to emmet county as necessary to gain such understanding. emmet county reservesthe right to determine, at its sole discretion, whether the vendor has demonstrated such understanding and theright to disqualify a vendor who does not demonstrate such understanding.

The period of performance is expected to start August 2026 and last through February 2027, with a sixty (60) day drydock period during this availability.

Award will be made as a whole to one offeror.

Prospective contractors must have, or be capable of, entering into a MSRA with USACE, Portland District. Award will not be made to any company that does not have a MSRA in place that meets the qualification requirements found in the sources sought announcement.

A mandatory pre-bid site visit will be required as part of the solicitation. The anticipated dates for the site visits will be advertised in the solicitation.

Payment will be made in accordance with FAR ****, Payment by Electronic Funds Transfer System for Award Management, or FAR ****, Payment by Third Party. Invoices shall be submitted in arrears.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers.

In the event of the contractor's or a subcontractor's noncompliance with clause ****, the contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.

The project must be fully completed no later than 5:00 PM EST on August 12, 2026.

Payment shall be made after satisfactory performance of the contract, upon receipt of a properly completed invoice. Lynchburg City Schools reserves the right to withhold payments for contractor's failure to perform.

All panels shall carry a 10-year defect warranty. A 1-year parts and labor warranty with an extended 4-year limited compressor warranty is required.

Award will be made to the lowest responsive and responsible bidder based on the total base bid.

The bidder must be a professional and licensed company. Before award, the lowest responsive bidder must satisfy Lynchburg City Schools that it has the requisite organization, capital, equipment, ability, resources, personnel, management, business integrity, and experience.

Late bids will not be accepted. Failure to acknowledge addenda may result in rejection of the bid. Unauthorized contact with other City/LCS representatives may result in disqualification.

An optional onsite pre-bid meeting will be held at 11:00 AM on June 17, 2026, at Heritage Elementary School. If the optional meeting cannot be attended, advanced arrangements for a site visit must be coordinated.

Protests to award a contract must be in writing and received by the School Superintendent no later than five (5) business days after announcement of the award or decision to award.

Contact initiated by a bidder concerning this solicitation with any other City/LCS representative not expressly authorized may result in disqualification. Making a materially false statement on the felony conviction certification is a Class 1 misdemeanor.
