Bids are due no later than 4 pm on June 24, 2026. Late submissions will not be accepted.

Payments shall be made within **** days of receipt of proper invoices for work completed the previous month. Vendor-consultants are advised that they must submit monthly invoices within 30 days after the month services were performed.

The proposal will be evaluated based on bidders past experience performance (30 points), bidders cost of services (30 points), bidders ability to undertake the entire scope of work (30 points), and bidders ability to comply with bid instructions (10 points). Riverbay retains the discretion to not award any contract or to determine in its sole judgment the lowest qualified bidder.

Bidders must be licensed plumbers and submit a completed Appendix B, Statement of Qualifications for Bidders, which includes details on past projects, financial information, and any legal or disciplinary actions. Failure to submit complete bid documents may result in disqualification.

There will be no penalty for late payments. However, failure to provide pricing for each line item or failure to submit the bid form, Appendix B, and references will result in disqualification.

Service for JOTCP will begin no later than June 12, 2026. Service for JSCGP will begin ten days after contract award. The period of performance shall be for a base period of 12 months and one 12-month option period.

Contractors must provide qualified personnel meeting Panamanian Ministry of Health standards, with specific requirements for medical directors, contract managers, paramedics, and ambulance drivers. Background checks and health/immunization requirements are mandatory.

In the event of noncompliance with the clause on racially discriminatory DEI activities, the contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.

Failure to make full disclosure of past incidents in professional duties or felony/misdemeanor charges (other than minor traffic violations) will result in a determination that the provider's services were unsatisfactory. Failure to pass security criteria will result in denial of access to installations. Querying the List of Excluded Individuals and Entities (LEIE) is mandatory; if a provider is on this list, they are disqualified.
