The City of Lacey is seeking bids for the 8th
Avenue Rehabilitation project. Bidders must examine the contract and bid documents, and the site. Bids must be submitted in a sealed envelope to Lacey City Hall or by mail. Bids will be publicly opened via a live video stream. The city is committed to reasonable accommodations for persons with disabilities. Bidders must complete the proposal form with prices in figures, properly computed, and signed by a duly authorized agent. The proposal must acknowledge any addenda received. The city will award the contract to the lowest responsible bidder. A bidder will be deemed not responsible if they do not meet the mandatory bidder responsibility criteria in RCW 39. 04. 3501. The city does not prequalify bidders. If the apparent low bidder has not already been determined qualified, the city shall afford seven (7) days after notification for the low bidder to provide evidence for evaluation. The evaluation will include consideration of experience, personnel, equipment, financial resources, and performance record. The information must be sufficient to enable the bidder to obtain the required qualification rating prior to the award of the contract. No bidder may withdraw his bid after the hour set for the opening of bids or before award of the contract unless said award is delayed for a period of forty-five (45) days. The contract consists of multiple parts. The bidder must submit a bid deposit of at least five percent (5%) of the total bid amount. The following forms must be executed and submitted with the bid proposal: proposal, proposal signature sheet, bid deposit, noncollusion and debarment affidavit, certification of compliance with wage payment statutes, certification of employment security department (ESD) good standing. Additional information regarding bid documents, contract documents, special provisions, prevailing minimum hourly rates, appendices, traffic control plans, construction stormwater pollution prevention plan, and other requirements are included in the notice. The notice also includes specific details about the work, definitions, bid procedures, award and execution of the contract, scope of work, control of work, control of materials, legal relations, prosecution and progress, measurement and payment, temporary traffic control, clearing, grubbing, roadside cleanup, removal of structures, roadway excavation, trench safety system, watering, private utility coordination, ballast, crushed surfacing, hot mix asphalt, storm sewers, manholes, catch basins, general pipe installation, valves, erosion control, curbs, gutters, lawn and landscape restoration, pavement marking, miscellaneous, aggregates, raised pavement marking, and other relevant information. The notice also specifies the order of precedence for resolving inconsistencies in the contract documents. The notice also includes information about minor changes, protests, disputes, variations in estimated quantities, conformity with plans, survey control, electronic files, nonconforming work, final inspections, operational testing, and a one-year guarantee period.
